About this opportunity
The State of Connecticut Department of Administrative Services (DAS) is soliciting bids for a comprehensive Reading Curriculum and Program contract under solicitation #24PSX0053, targeting local and regional boards of education for students in Pre-Kindergarten through Grade 3. The procurement seeks contractors to provide three primary deliverables: (1) curriculum models or programs, (2) compendiums of curriculum models and programs, and (3) professional learning and coaching services, which can be delivered in-person, virtually, or through a hybrid approach. The curriculum and program have been previously reviewed and approved by the Connecticut State Department of Education (CSDE) under General Statutes Sections 10-14hh and 14ii. Potential respondents will be evaluated based on multiple criteria, including pricing, conformity to specifications, past performance, financial responsibility, and delivery terms, with these factors considered in descending order of importance. The solicitation is open from May 2, 2024, at 9:00 AM EDT to May 23, 2024, at 2:00 PM EDT, with a vendor question submission deadline of May 9, 2024, at 12:00 noon EDT, and anticipated answers to be posted as an addendum around May 15, 2024.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though some documents suggest potential preferences for micro-businesses and veteran-owned micro-businesses if proper documentation is submitted. The contract will be mandatory for extension to political subdivisions, towns, municipalities, schools, and not-for-profit organizations within Connecticut. While no specific estimated total contract value is provided in the solicitation documents, the State reserves the right to seek additional discounts or contract separately for large quantity purchases that could enable cost savings. Respondents are required to provide two references from organizations outside of Connecticut state agencies and complete various certifications regarding debarment, criminal convictions, OSHA violations, and campaign contributions. Payment terms are set at Net 45 days with Free on Board Destination delivery terms, and all pricing submissions will be publicly available within 24 hours after the solicitation due date. The State of Connecticut is exempt from federal and state excise, transportation, and sales taxes, which must not be included in bid prices.
