About this opportunity

The Illinois Secretary of State (SOS) is seeking to lease real property that meets or can meet the guidelines outlined in a Request for Information (RFI). SOS has an estimated target move-in date of January 2023, which is subject to negotiations. The RFI specifies a minimum rentable area of 45,000 square feet to accommodate 250 workstations, parking for 250 vehicles, and an initial 2-year lease term with a 1-year renewal option. The RFI outlines building program standards, proposed use, and general construction and finish requirements for the leased space. Respondents must submit information on the proposed property's location, financial terms, and any exceptions to the provided lease template. The State will evaluate the responses based on responsibility, responsiveness, and price, and may negotiate with all responsive respondents. The successful respondent will be expected to negotiate and execute a lease with the State.

The RFI indicates a preference for minority-owned, women-owned, and disabled veteran-owned businesses, as well as historic preference areas and the use of Illinois agricultural products and biobased products. A previous re-bid procurement for a similar SOS lease was awarded to Capitol Complex Partners LLC for an initial 24-month term with a 12-month renewal option, with a total award amount of $1,563,480. The annual rent is $516,000, with the initial term estimated to be from January 1, 2023 to December 31, 2024 for $1,032,000, and a one-year renewal option estimated at $531,480.
