About this file
This document is a set of Questions and Answers related to a Request for Information (RFI) issued by the Illinois Secretary of State (ILSOS) for a new lease of real property to meet their office space requirements. The RFI allows for the submission of up to two separate proposals if there are multiple solutions to meet the lease needs. The RFI outlines minimum requirements that submissions must meet, with the ability to negotiate proposed differences in certain specification categories, except for the requirement to establish IT requirements prior to the target move-in date of January 2023, which is of utmost importance. The RFI indicates that ILSOS may accept or deny a proposed move-in date at its sole discretion.
The pricing terms, set-asides, incumbent information, funding requirements, and other salient details are not provided in this document. However, the RFI seems to be focused on identifying a suitable real estate solution that can meet the ILSOS's operational and IT requirements, with the flexibility to negotiate certain aspects of the lease during the negotiation process.

Questions and Answers Re-Bid Springfield New Lease RFI
23-350SOS-SOS35-B-32193
1. Are we able to submit 2 responses?
If there are two separate solutions (i.e. primary, secondary, etc…) for the lease needs, you may submit two proposals. Please attach them as different documents under one submission through BidBuy. BidBuy will only accommodate one bid (quote) submission, but multiple attachments can accommodate alternate space opportunities.
2. Please confirm which construction items are required to be included in an initial proposal Submissions must meet the minimum requirements as outlined in the RFI. Per the RFI description, the information listed in Sections D.2.7. through D.2.30. are subject to negotiations except for D.2.23. The specifications in D.2.7 through D.2.30 are still important to the setup and operation of the awarded space. ILSOS is willing to negotiate proposed differences landlords might suggest to meet each specification category.
Section D.2.23 states, “The ability to establish the below IT requirements prior to the stated move in date is of the utmost importance to avoid disruption of agency operations.”
