About this opportunity
Gallup-McKinley County Schools (GMCS) in Doña Ana County, New Mexico, is conducting a competitive re-bid procurement (ITB-2026-43GH) to establish a firm fixed-price term contract for fleet repairs and preventative maintenance services. The district seeks qualified vendors to provide comprehensive mechanical, electrical, and body repair services, as well as preventive maintenance for its diverse fleet of approximately 130 vehicles spanning model years 1988 to 2024, including light-duty vehicles, medium-duty trucks and vans, heavy-duty pickup trucks, specialized equipment, plow trucks, activity buses, and transit vans from manufacturers such as Ford, GMC, Chevrolet, Dodge, International, Jeep, Bluebird, and Chrysler. Required services encompass tune-ups, diagnostics, overhauls, electrical work, engine repairs, transmission service, brake system maintenance, suspension work, body repairs, and parts supply, with labor calculated using manufacturer-published flat rate manuals and parts priced as a discount off current manufacturer list prices. Bidders must have been in business for a minimum of three years, employ factory-trained or ASE-certified mechanics, maintain manufacturer repair manuals, and carry adequate inventory to support the fleet's needs. The contract will run from the award date through June 30, 2027, with GMCS holding the option to renew for nine additional automatic one-year periods through June 30, 2035. All sealed bids must be submitted electronically through the GMCS Bonfire eBidding platform no later than 2:00 PM local time on May 6, 2026; an optional pre-proposal conference will be held online on April 28, 2026, at 11:00 AM local time. Pricing constraints include shop supplies not exceeding 6 percent of total labor cost per job or $300 per job, environmental fees not exceeding 3 percent of total job cost or $100 per job, warranty requirements of six months on powertrain and major components and 90 days on other components, and exclusion of cost-plus pricing arrangements.
New Mexico Resident Preference is available under this solicitation for qualifying bidders holding a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department; New Mexico Resident Veteran Businesses with prior-year revenue of $3 million or less may claim a 10 percent preference discount if they possess a current Resident Veteran's Preference Certificate and meet specified eligibility criteria, provided they have not benefited from the preference for more than ten consecutive years. Preferences are not cumulative, and bidders seeking resident preference must submit valid certificates with their bid responses or no preference will be applied; for joint proposals involving both resident and nonresident entities, the resident preference is reduced proportionally based on the percentage of work performed by nonresident businesses. The solicitation does not identify any incumbent vendors or current contractors that would be exempt from resubmission; however, vendors previously awarded under ITB-2026-29GH need not resubmit their qualifications. GMCS reserves the right to make multiple awards to various contractors to support fleet diversity and service availability, and the district will conduct facility inspections prior to or after contract award to ensure vendor capability. No specific budget allocation or award value range is disclosed in the procurement documents; however, the contract is structured as an indefinite quantity agreement with estimated quantities representing the district's anticipated needs, and GMCS does not guarantee minimum purchase quantities. All material must be quoted on an F.O.B. Destination/Jobsite, Freight Prepaid basis with bidders bearing all shipping costs, and payment will be issued thirty days after receipt and acceptance per New Mexico Statutes 13-1-158.
