About this opportunity

The City of Rio Rancho Water Utility System Division is conducting a re-bid Invitation for Bids (IFB 26-012-UT) for barricade rental and traffic control services to support water utility operations across three project groups: service leaks/main breaks/sewer work, service line replacements, and water meter taps, with additional services available for special events. Contractors must provide comprehensive barricade equipment delivery, setup, maintenance, and removal services, including Type I, II, and III barricades of various sizes, channelization barrels, reflective signs, flashing lights, traffic cones, water-filled barriers, arrow boards, changeable message signs, and traffic control personnel services such as technicians, supervisors, and certified flag persons. All traffic control devices must comply with the Manual on Uniform Traffic Control Devices standards and ATSSA Quality Standards for Work Zone Traffic Control Devices, and contractor personnel must maintain current Traffic Control Supervisor and Traffic Control Technician certifications. A critical requirement is the contractor's capability to receive and confirm barricade action requests electronically 24 hours a day, seven days a week, with written confirmation of scheduled requests provided within 24 hours of receipt and emergency mobilization confirmation within 48 hours of commencement. Bidders must submit sealed original bids and electronic submissions through the City's Bonfire portal by March 13, 2026, at 10:00 AM MST at City Hall, 3200 Civic Center Circle NE, Rio Rancho, New Mexico 87144, with a public bid opening via Teams meeting and in-person attendance in the City Hall Atrium. The contract term is one year from the award date with three optional one-year renewal periods, not to exceed four years total, and a 5% bid bond is required.

Local business preferences apply to this procurement, with a 2% preference for Local Businesses and a 1% preference for Area Businesses that meet residency and registration requirements. Contractors must obtain and maintain comprehensive general liability and automobile liability insurance with minimum limits of $1,000,000 per occurrence, naming the City as an additional insured. The City reserves the right to make multiple awards on an item-by-item basis or to primary and secondary vendors, allowing flexibility in vendor selection for different service categories. Pricing must be submitted on the provided bid form excluding applicable taxes, with bidders offering pricing on a day, week, and month basis for each of the thirty-three line items encompassing equipment rental and personnel services. Maintenance and replacement of damaged or lost equipment remains the sole responsibility of the contractor at no additional cost to the City, and rental periods commence on the delivery date and cease on the pickup date with no additional charges accruing for weekends or holidays. While no specific budget range or award value is disclosed in the procurement documents, interested vendors should contact the City's Purchasing and Contracts Division at (505) 891-5071 or access complete specifications, contract documents, and instructions on the City of Rio Rancho's IFB/RFP Postings web page at https://rrnm-gov.bonfirehub.com/portal/?tab=openOpportunities, with the procurement originally advertised in the Albuquerque Journal on March 1, 2026.
