About this opportunity

Salt Lake City Corporation's Department of Community and Neighborhoods is seeking bids for the Local Streets Reconstruction 2026 #2 project (RDW25039), which involves comprehensive roadway improvements in four specific street segments within Salt Lake City, Utah. The project encompasses roadway work on Chancellor Place, Hollywood Avenue, Elm Avenue, and Kensington Avenue, including installation of curb and gutter, asphalt paving, concrete flatwork, and water infrastructure improvements. Bidders must submit sealed electronic or physical proposals by 2:00 p.m. on January 28, 2026, with a mandatory pre-bid conference scheduled for January 20, 2026, at 9:00 a.m. via Microsoft Teams. The project will be evaluated using a value-based procurement program that considers factors related to the bidder's work environment, as outlined in Salt Lake City Administrative Rules. Contractors must provide bid security of at least 5 percent of the total bid amount, and bids will remain valid for 45 days after opening. Substantial project completion is required by midnight on November 20, 2026, with liquidated damages of $500 per day assessed for late completion.

No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the procurement documents. The project does not require pre-qualification of bidders and is not funded through Community Development Block Grant (CDBG) programs. Contractors must provide Performance and Payment Bonds equal to 100 percent of the Contract Price before contract execution. The City Engineer's estimate indicates the project budget exceeds $250,000 but does not exceed $2,000,000. Bidders must register with Utah Public Procurement Place to receive potential addenda and must comply with specific requirements including utility coordination, Storm Water Pollution Prevention Plan preparation, traffic control implementation, and adherence to Salt Lake City standards and APWA specifications. Additional requirements include establishing tree protection zones, conducting on-site meetings with the Urban Forester, and field-verifying existing utility locations and asphalt depths. The contract will be awarded based on comprehensive evaluation of bid responsiveness, pricing, and the contractor's demonstrated ability to meet project specifications and value-based procurement criteria.
