About this opportunity

The New Hampshire Bureau of Graphic Services, on behalf of the NH Department of Safety, is requesting bids for production of 120,000 printed boat registration validation decals (Project #270100, Bid #270100), with bids due August 5, 2026 at 1:00 p.m. EDT and delivery requested by September 1, 2026. This bid will be awarded as a combined award with Bid #270099 (RDMV 607).

Each decal sheet must contain a pair of 2-7/8" x 3" decals with matching serial numbers on a single liner, intended for placement on both sides of boat hulls. The decals must be manufactured from 3M Scotchlite Prismatic Validation Sheeting or Adcolite 6000 with Ensure Image reflective sheeting, or an approved equal, printed in PMS 356 green with black serial numbering and protective clear coating. The sheeting material must meet specified retroreflectivity standards and maintain at least 90 percent retroreflectivity when wet. Vendors may propose alternative reflective materials if accompanied by samples and references from comparable users; the Department of Safety reserves the right to reject any alternate material deemed unsatisfactory.

Vendors must be qualified manufacturers with U.S.-based plants and must have a completed Vendor Application Package on file with the NH Bureau of Purchase and Property. Pricing must be quoted on a per-thousand basis for the 120,000-sheet order, including all delivery costs. Vendors should also quote pricing for potential reorders placed within eleven months, specifying minimum quantities and lead times. Underruns may not exceed 0.5% (600 sheets); no overruns are permitted. All electronic layout files created during production must be supplied to the Department of Motor Vehicles prior to invoicing. The award will be made to the lowest qualified bidder submitting a conforming bid. Bids are to be submitted via email to Printing.Bids@das.nh.gov using the state's official bid transmittal letter and vendor proposal form.
