About this opportunity
The New Hampshire Bureau of Graphic Services is requesting bids for the production of 120,000 printed boat registration validation decal sheets under RDMV 607, with bids due August 5, 2026 at 1:00 p.m. EST and delivery required by September 1, 2026.
Each sheet measures 6 inches by 3 inches and contains two kiss-cut decals of 2-7/8 inches by 3 inches with matching serial numbers and a 1/4-inch staple tab. Decals must be printed in PMS 356 green with black serial numbering on reflective material, coated with protective clear coating, and packed in bundles of 25 sheets per bundle. Overruns and underruns are limited to no more than 0.5% (600 sheets). The decal stock must meet functional requirements including retro-reflectivity, weather durability, counterfeit resistance through embedded security legends, destructibility upon removal, stackability up to three high, and durable pressure-sensitive adhesion. Vendors may propose 3M Scotchlite Prismatic Validation or Adcolite 6000 Security Grade or submit samples and references for alternative materials; the State reserves the right to reject unsatisfactory alternate materials.
Bids must quote a price per thousand decal sheets based on an order of 120,000 sheets, including delivery costs and excluding federal excise tax. Vendors must also provide pricing for reorders placed within 11 months, along with minimum quantities and lead times. The manufacturing plant must be located in the United States. All master materials created by the vendor, including digital files and dies, become the property of the State and must be returned upon project completion. The ability to meet the September 1 delivery schedule is a qualifying factor in the award decision. The contract will be awarded to the lowest qualified bidder meeting all specifications and is being bid and awarded simultaneously with RDMV 608. Vendor qualification requires completion of a Vendor Application Package with the NH Bureau of Purchase and Property. Bids must be submitted to Printing.Bids@das.nh.gov.
