About this opportunity

Mapleton City is requesting proposals for a Construction Manager/General Contractor to design and construct Evans Family Park & Sports Fields at 125 West 400 North, Mapleton, Utah, with proposals due September 1, 2026 at 2:00 p.m. through the Utah Public Procurement Place (U3P) electronic portal.

The scope encompasses a new family park with associated sports fields, parking areas, walking paths, a play structure, bathroom facility, utilities, infrastructure, landscaping, and irrigation. The engagement is structured in two phases: Pre-Construction (Design), involving coordination with Mapleton City and Sunrise Engineering, cost estimating, constructability reviews, value engineering, and development of a Guaranteed Maximum Price (GMP); and Construction, involving complete management, supervision, and performance of all work anticipated to be completed in one construction season. Contractors must be licensed and certified in the State of Utah. Contractors may self-perform work or subcontract; both must be competitively bid against at least three qualified alternatives and evaluated on a best-value basis.

Pricing includes a lump-sum Pre-Construction Fee, a lump-sum Construction Management Fee, payment and performance bonds based on 100% of the Fixed Limit of Construction Cost (FLCC) range of $4 million to $5 million, a Contractor Change Order Markup percentage for scope increases, and a Self-Performed Work Markup percentage. The City will maintain a Construction Contingency of 5% to 8%; unused funds remain with the City. Liquidated damages of $1,000 per calendar day apply for late completion.

Evaluation is weighted across 500 points: contractor team strength (60 points), project manager experience (40 points), superintendent experience (40 points), project estimator experience (20 points), additional team members (40 points), past performance (100 points), management plan approach (100 points), and fee proposal (100 points). Contract award requires Mapleton City Council approval. Questions are due August 27, 2026. No pre-bid conference is scheduled. All proposal preparation costs are the bidder's responsibility.
