About this opportunity
Maryland's Division of Rehabilitation Services is requesting bids for vehicle adaptation services under IFB R00B7600039, with bids due September 17, 2026. This procurement is individualized: the contractor must furnish and install all adaptive equipment necessary to assist a single DORS client (CS #26-13, identified as A. Skipmore) with functional limitations resulting from disabilities, according to specifications established in a Vehicle Equipment Adaptation Prescription Agreement (VEAPA).
The scope encompasses complete vehicle customization and adaptive equipment installation tailored to the client's specific medical and functional requirements. The contractor bears responsibility for all labor, materials, equipment, permits, licensing, insurance, and governmental approvals necessary to complete the work. Contractor personnel must display company identification badges at all times on state premises; personnel substitution after contract commencement requires prior written approval from the Contract Monitor (Amanda Perkins at Amanda.Perkins@maryland.gov). A criminal background check, security clearance, HIPAA Business Associate Agreement, and Data Use Agreement are not required.
The contract carries a fixed-price payment structure with no minimum or maximum unit guarantee. Payment is due within 30 days of proper invoice receipt, or within 15 days if the contract qualifies as a Small Business Reserve (SBR) award. The sample Price Form must be completed in full; partial or incomplete bids will be rejected. Liquidated damages of $29.74 per calendar day apply for failure to deliver or perform within the specified timeframe.
The contract term includes an initial period with potential no-cost extensions of up to one-third of the base term, provided unspent funds remain available. The contractor must maintain records for three years following final payment and is subject to state audit rights. Performance commences upon receipt of written Notice to Proceed from the State. Bidders must provide references with relevant vehicle adaptation experience and submit affidavits certifying nondiscrimination compliance, absence of debarment, tax payment compliance, and adherence to drug and alcohol-free workplace policy. A pre-bid conference will be held virtually; RSVP via Attachment 2 to Brittany Owens, MBA + CMPO, at Brittany.Owens1@maryland.gov.
