About this opportunity

The City of Long Beach Department of Public Works is seeking bids on a Multi-Service Center Energy Efficiency Upgrade project (R-7213) with bids due May 29, 2025, at 10:00 a.m. PST through the Long Beach Buys platform. Mandatory attendance at a pre-bid conference on May 8, 2025 at 9:00 a.m. and a job site walkthrough at 11:30 a.m. at 1301 and 1327 West 12th Street is required; failure to submit a sign-in email to the project manager by May 9 at 12:00 p.m. results in bid rejection.

The scope includes removal and replacement of rooftop mechanical equipment, complete building roofing system replacement, skylight infilling, and removal and replacement of equipment screen walls. Work is performed at the Multi-Service Center facility in Long Beach and requires a seven-day facility closure coordinated with the contractor; temporary HVAC systems and power upgrades are provided in the contract drawings. The site is within Harbor District jurisdiction and subject to inspections by both Harbor District and City of Long Beach Building and Safety.

Contractors must hold a California B license, C-20, or C-39 and perform a minimum of 20 percent self-performance work. All contractors and subcontractors must register with the Department of Industrial Relations, upload certified payrolls weekly to LCPtracker, and comply with prevailing wage and labor compliance monitoring. The project is subject to California Prevailing Wage regulations and a mandatory Project Labor Agreement establishing local hire goals of 40 percent, transitional and veteran worker hire goals of 10 percent, and apprenticeship requirements.

The engineer's estimate is $2.3 million with bid security set at 10 percent. A combined SBE/VSBE/LSBE small business goal of 9.07 percent applies. Work is scheduled to begin in December 2025 and conclude by May 2026, with council award anticipated in December 2025. RFIs are due by May 15, 2025. Four bids were received; United Mechanical Contractors submitted the apparent lowest responsive bid at $1.858 million with 60 percent self-performance. Addendum 1, issued April 28, 2025, specifies that the mandatory pre-bid conference will be conducted virtually via Microsoft Teams.
