About this opportunity
The Quincy Park Public Improvement District (PID) Advisory Board and the City of Lubbock, Texas are issuing a Request for Qualifications (RFQ 26-19496-KM) for Design, Landscape Architecture, Engineering, or Architecture and Engineering services to develop design specifications for stormwater drainage improvements in the southeastern area of Quincy Park adjacent to the Quitman Avenue and 91st Street intersection at 9002 Rochester Avenue, Lubbock, Texas 79424. The base contract term is six months with one optional six-month extension, and an optional scope expansion is available for construction management and oversight services, which would add six months with an optional six-month extension to the contract duration. Key deliverables include a redesigned drainage area with plan-view rendering to improve stormwater flow into the park's existing water retention area; a comprehensive set of stamped construction documents including demolition plans, cut/fill and drainage improvement plans, Stormwater Pollution Prevention Plan (SWPPP), site plan, irrigation plan, and details; and specifications with a final Opinion of Probable Cost, all stamped by appropriate professionals including a Professional Engineer, Architect, Professional Landscape Architect, and/or Licensed Irrigator as applicable. The selection process utilizes a qualifications-based approach under Texas Government Code Chapter 2254, with evaluation based on four criteria totaling 100 points: Team Organization and Qualifications (35 points), Experience on Relevant Projects (35 points), Management Approach (25 points), and Overall Responsiveness to the RFQ (5 points). Respondents must submit qualifications packages by April 2, 2026 at 3:00 p.m. through the electronic submission portal at https://ci-lubbock-tx.bonfirehub.com, not to exceed 35 pages excluding required forms, and must include organizational charts, detailed team member qualifications, past project experience with references, and proposed methodology without any fee information. The City will short-list up to five firms for further consideration with a maximum of one finalist selected for contract negotiations subject to City Council authorization, and the awarded firm will work closely with the City's Business Development Department throughout the design phase, potentially requiring weekly or biweekly meetings.
There are no specific set-aside designations or disadvantaged enterprise restrictions mentioned in the procurement documents, and no incumbent vendors or current contractors are identified. However, the procurement includes mandatory compliance certifications and restrictions applicable to all responding firms: companies with 10 or more full-time employees must certify they do not boycott Israel and will not do so during the contract term; all firms must verify they do not discriminate against firearm entities, firearm trade associations, or energy companies; firms must be certified as not suspended or debarred by any Federal agency; and firms must certify they are not listed on the Comptroller of the State of Texas website as doing business with Iran, Sudan, or any Foreign Terrorist Organization. Respondents must also complete the Non-Collusion Affidavit and Suspension and Debarment Certification forms, file the Certificate of Interested Parties with the Texas Ethics Commission if applicable, and submit a Conflict of Interest Questionnaire to the City Secretary's Office if applicable. Insurance requirements include General Liability with combined single limits of $1,000,000 each occurrence and $2,000,000 aggregate; Professional Liability insurance of $2,000,000 each occurrence and in the aggregate; Commercial Automobile Liability of $1,000,000 per occurrence; and Workers' Compensation with Employer's Liability limits of $1,000,000 each accident, $500,000 by disease policy limit, and $500,000 by disease per employee, all with the City named as additional insured on a primary and non-contributory basis. The RFQ does not specify a contract value or budget range, with fees for the initial design phase and any construction management and oversight services under the optional scope expansion to be negotiated with City Staff following firm selection.
