About this opportunity

City of Atlanta Department of Transportation is soliciting statements of qualifications for professional design services on the Marietta Road Bridge Replacement Over CSX, Phase I, under RFQ QBS/PS/DOT/2609-1270086, with questions due October 27, 2026 at 12:00 p.m. EST and submissions due November 23, 2026 at 2:00 p.m. EST. The prime consultant must be prequalified by the Georgia Department of Transportation (GDOT) in roadway design (3.02), utility coordination with railroad coordination (3.10), and minor bridge design (4.01A). The project team must include GDOT-prequalified expertise in NEPA documentation, environmental factors, traffic analysis, landscape architecture, land surveying, and construction engineering. A Small Business Enterprise participation goal of 25% applies under NAICS 541310 and 541330.

The procurement follows Qualification Based Selection under the Brooks Act and 23 CFR Part 172. The work replaces a weight-limited bridge (signed at 10 tons), a 423.5-foot, five-span concrete box beam structure built in 1971, on Marietta Road over CSX tracks south of Thomas Street NW. The replacement includes a new structure, pavement, curb and gutter, five-foot sidewalks on both sides of the bridge, and a continuous five-foot sidewalk along Marietta Road for approximately 0.8 mile to Perry Boulevard/West Marietta Street. The posting lists Fulton County, Georgia as the jurisdiction. Offerors must demonstrate financial capability through attestation and provide proof of $1 million commercial general liability, $1 million automobile liability, and $2 million professional liability insurance.

Phase I weights qualifications and experience at 30% and workload capacity at 20%. Phase II weights technical approach at 40% and past performance at 10%. The City shortlists three to five proponents from Phase I for Phase II evaluation. The City does not intend to modify its standard contract terms, and significant proposed exceptions may render an offeror ineligible for award. Submissions become City property on receipt. Award goes to the most responsible and responsive offeror meeting eligibility requirements, and the selected consultant must execute the contract within five business days of award notification.
