About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT SHA) is requesting quotes for monthly pest control services at three Queen Anne's County facilities on Maryland's Eastern Shore, with quotes due December 16, 2025 at 1:00 PM, under a Small Business Reserve (SBR) procurement restricted to self-certified small businesses with no subcontracting permitted. Questions close December 15, 2025 at 1:00 PM; a public bid opening will occur December 16 at 1:00 PM via Microsoft Teams.

Bidders must hold a valid Maryland Agriculture Pesticide Applicator Commercial License, and all technicians working on SHA property must complete required training, maintain Maryland Department of Agriculture registration, and carry current credentials. Three years of documented pest control experience with current references is required.

The scope covers monthly preventative maintenance and inspection service for all three locations combined (Centreville Maintenance Shop, Stevensville Maintenance Shop, and Kent Narrows Drawbridge Tender House), plus a flat fee for will-call treatment of infestations including rodents, roaches, termites, and stinging insects, with treatment extending at least six feet from exterior walls. Services must be provided Monday through Friday, 7:00 AM to 2:00 PM, with signed service verification for each building. Pricing must include all labor, travel, and service costs with no separate charges for mileage, show-up fees, labor hours, or miscellaneous fees. A separate line item accommodates materials (traps and chemicals) at fair and reasonable manufacturer's suggested retail price.

The contract term is three calendar years with a single award and no renewal options. Insurance requirements include Commercial General Liability of $1 million per occurrence/$3 million aggregate and Worker's Compensation of $1 million per occurrence. Award will be made to the responsive and responsible bidder with the lowest total bid price. MDOT SHA prefers payment by credit card after service completion without processing fees; otherwise, invoices will be paid by check or ACH transfer within 15 days. Zero percent MBE, DBE, and VSBE participation goals apply. No federal funding supports this procurement.
