About this opportunity
The Ohio Department of Natural Resources (ODNR) is seeking a contractor to replace roofs at the John Bryan State Park in Yellow Springs, Greene County. The procurement involves two distinct roof replacement projects: the Maintenance Shop roof (approximately 3,458 square feet with an attached 135 square foot shed) and the Fuel Storage Building roof (approximately 170 square feet). Deliverables include complete roof removal and installation of Lifetime Warranty 3-Dimensional fiberglass shingles, including materials such as felt staples, Rhino Wrap, Ice Water Shield, hip and ridge shingles, aluminum roof vents, drip edge, and flashing boots. Bidders are required to conduct a mandatory site visit prior to submitting a proposal, with appointments available Monday through Friday from 9:00am-4:00pm by contacting Park Manager Daniel Kuebler at 937-767-1274. The project must be completed by May 31, 2025, with work restricted to hours between 8 AM and 4 PM Monday through Friday. Evaluation criteria include lowest responsive and responsible bidder, determined by low lot total, and bidders must provide two examples of similar completed projects with references. A pre-award meeting with DNR staff is mandatory to ensure mutual understanding of materials and scope.
The contract is designated as a Minority Business Enterprise (MBE) set-aside in accordance with Ohio Revised Code 125.081, which indicates a preference for minority-owned businesses. Bidders must complete an Affirmation and Disclosure Form confirming that all services will be performed within the United States and that no services will be conducted in Russia. Contractors are required to maintain commercial general liability insurance with minimum coverage of $1 million per occurrence and comply with Ohio ethics and workers' compensation laws. While no specific budget range is explicitly stated, the project involves roof replacement for two buildings with potential additional lumber repair costs to be quoted separately based on discovered rot during roof removal. The contract will be awarded through the Ohio Buys procurement system, which requires potential bidders to complete a registration process and obtain an OH|ID account. Successful contractors must be prepared to provide detailed documentation, including project references, insurance certificates, and compliance with state procurement regulations.
