About this opportunity
The City of Philadelphia Procurement Department is soliciting pre-qualification submissions for the Streets Department's Bid 3008, Crescentville Road Signals and Pedestrian Improvements, with the Pre-Qualification Questionnaire and Financial Statement due October 29, 2026. Only pre-qualified sellers will be invited to the closed bid. Vendors without PECO Contractor-of-Choice certification may participate only if they subcontract all electrical tie-in work to a certified firm, because electrical connections to the PECO-operated grid are restricted to certified contractors.
The scope includes traffic signal installation with video-radar detection, pedestrian signal facilities, curb ramps and sidewalk construction, a channelizing island extension, bus stop facilities, and eight ADA curb ramps at two Crescentville Road intersections. It also covers fiber optic interconnection of signals along Crescentville Road (SR 1002) from Adams Avenue to Cheltenham Avenue, including a 48-strand backbone, three Layer 2 Ethernet switches, one CCTV camera, and ATMS integration. Work is staged in two phases within the legal right-of-way in Philadelphia. Traffic control must follow Act 229, PennDOT Publications 213 and 408-2020, and the MUTCD, with restrictions prohibited 6:00 AM to 9:00 AM and 3:00 PM to 7:00 PM on weekdays.
Qualification requires a fully completed questionnaire, without which no bid will be accepted. The questionnaire requires a financial statement dated within six months, disclosure of experience and the largest projects completed in the past five years, any defaults, terminations, or debarments, and references for similar projects. Vendors must submit an executed Consent and Authorization Agreement before quote closing, and certify local business entity status if applicable.
The estimated contract value is $1 million to $2 million. Pricing is not submitted during pre-qualification and will be requested from approved sellers in the closed bid. Questions may be submitted through the Q&A tab on PHL Contracts until 11:59 PM Eastern Time on October 29, 2026. No pre-bid meeting will be held.
