The City has established a small business participation goal under Ordinance No. 27832-08-25 for contracts valued at $100,000 or greater; failure to comply may render a bid non-responsive. Certain work types, including water line construction, require contractor prequalification at the time of bid opening; prequalification applications are due at least seven calendar days prior to bid opening.
The project comprises 19 line items covering right-of-way preparation, mulch installation, seeding, fertilization, vegetative watering, irrigation systems, plant bed preparation, plant material installation, landscape establishment, erosion control, conduit boring, and electrical conductor installation, with completion required within 52 days after contract time commences. Bidders must submit comprehensive bid packages including the BidTable in Excel format, Conflict of Interest Statement, Bid Form, Proposal Form, Bid Bond (five percent of maximum bid price), Prequalification Statement, Workers' Compensation compliance documentation, State of Texas Child Support Business Ownership Form, Disclosure of Lobbying Activities, Lobbying Certification, Non-Collusion Affidavit, Debarment Certification, and Certification of Interest in Other Bid Proposals; all documents except the BidTable must be PDF files.
The City will award the contract to the lowest responsible and responsive bidder, with City Council authorization required. The contractor must perform work valued at no less than 35 percent of the total contract value with their own organization unless otherwise approved by the City. Nonresident bidders must underbid Texas resident bidders by the applicable differential margin under Texas Government Code Chapter 2252.001.
A prebid conference will be held via web conferencing on August 17, 2026 at 10:00 a.m. CST for parties who have submitted an Expression of Interest. The question period runs from August 5 at 8:00 a.m. CST through August 24 at 2:00 p.m. CST. Contract execution must occur within 14 days of receiving the Notice of Award.
