About this file

This is a Standard Construction Specification Document and Invitation to Bidders for the City of Fort Worth Transportation and Public Works Department for the Fort Worth Green Ribbon US 287 & Berry Street project (City Project No. 105831, Federal Project Number F 2026(203)). The project scope includes public art fabrication and installation, steel support structures, reinforced concrete foundations, landscaping, and concrete installation. Bids must be submitted electronically through the Bonfire Procurement Portal by 2:00 PM CST on Thursday, August 27, 2026, with a prebid conference scheduled for August 17, 2026 at 10:00 AM CST via web conferencing. The project manual and all contract documents are available through the City's website and Procurement Portal. Bidders must conduct site visits and independent investigations to familiarize themselves with site conditions and project requirements. The contract will be awarded to the lowest responsible and responsive bidder, with City Council authorization required before final award. Contract execution must occur within 14 days of receiving the Notice of Award.

Each bid must be accompanied by a bid bond equal to five percent of the maximum bid price, and certain work types require contractor prequalification, with prequalification applications due at least seven calendar days prior to bid opening. The City has established a small business participation goal under Ordinance No. 27832-08-25 for contracts valued at $100,000 or greater, and failure to comply may render a bid non-responsive. The contractor must perform work valued at no less than 35 percent of the total contract value with their own organization unless otherwise approved by the City. Nonresident bidders must provide evidence of authority to conduct business in Texas and their bids will only be accepted if they underbid Texas resident bidders by the applicable differential margin as required under Texas Government Code Chapter 2252.001. Project funding is expected to come from grant revenues and funds reserved by the City. All bidders must submit a Certificate of Interested Parties Form 1295 and appropriate conflict of interest documentation before contract presentation to City Council.
