About this opportunity

Pierce County, Washington Planning & Public Works is requesting proposals for the Puyallup Watershed Irrigation Efficiencies Project, a Variable Frequency Drive (VFD) installation and agricultural irrigation systems upgrade across six farm sites, with proposals due July 31, 2026 at 4:00 PM and a questions cutoff of July 22, 2026.

The project is fully funded through a Floodplains by Design grant from the Washington State Department of Ecology. The scope spans six farm locations—Duris Cucumber Farm, Local Color Farm, Sidhu Farms, Sterino Farm, Tahoma Farm, and Wild Hare Farm—with each site requiring VFD controller purchase and installation, electrical infrastructure modifications, system testing, and operator training on all installed equipment. The contractor must follow site-specific electrical design sheets prepared by Huitt-Zollars, complete all six installations by December 4, 2026, and finish testing and training by December 11, 2026. All electrical work must comply with the National Electrical Code and Washington State electrical codes. Equipment must be UL-listed, with circuit breakers sourced from Cutler Hammer, General Electric, or Square D; pump controllers from Hunter, Rainbird, Toro, or Orbit. VFD units require one-year manufacturer warranty; controller and irrigation control systems require two-year warranty from project completion. The contractor must perform at least 25 percent of work with its own forces and provide Payment and Performance Bond for the full contract amount with five percent retainage throughout.

The total project value is $400,000 over a six-month initial contract period, with final invoices and deliverables due by February 26, 2027. Evaluation criteria: Pricing 50 percent, qualifications and experience 25 percent, approach 20 percent, references 5 percent. Washington prevailing wage requirements under RCW 39.12 apply to all work. General Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate and Professional Liability Errors and Omissions of $1,000,000 per claim/aggregate are required. Pierce County reserves the right to revise the number of sites selected during contract negotiation. Submission is via the OpenGov Procurement Portal.
