About this file

This is a Prevailing Wage Compliance document for Pierce County, Washington's 2026-RFP-175 Puyallup Watershed Irrigation Efficiencies Project for Planning & Public Works. The document establishes prevailing wage requirements and compliance procedures for all contractors and subcontractors performing work on this public works project located in Pierce County, Washington. Prevailing wage rates are determined by the Washington State Department of Labor and Industries and are effective as of the bid due date. Contractors must file a Statement of Intent to Pay Prevailing Wages with the Department of Labor and Industries prior to receiving any payment from the County, and for multi-year agreements, a new Intent must be filed annually on the anniversary date of the bid due date. All progress payment requests must be accompanied by contractor certification that prevailing wages have been paid in accordance with approved Intent statements, and an Affidavit of Wages Paid must be filed upon completion of work before the County can submit a Notice of Completion to the Department of Labor and Industries.

Contractors and all subcontractors of any tier must comply with Washington's RCW 39.12 prevailing wage requirements and are required to maintain accurate payroll records for six years from the date of project acceptance. Prevailing wage rates applicable to this project may be accessed through the Washington Department of Labor and Industries website at https://secure.lni.wa.gov/wagelookup/ or by contacting Aaron Bible, Procurement and Contracting Specialist, at PCCompliance@piercecountywa.gov. If a Washington State prevailing wage rate conflicts with another applicable wage rate, such as the Davis-Bacon Act wage rate, the higher rate shall govern. The County will establish a project portal in the LNI system for filing all intents, certified payroll, and affidavits. Contractors must post the approved Statement of Intent to Pay Prevailing Wages and Department of Labor and Industries contact information in a visible location at the project site. Contractors indemnify and hold the County harmless from all liabilities and penalties resulting from violations of prevailing wage laws.
