About this opportunity
The Commonwealth of Pennsylvania, through its Department of General Services, is seeking qualified contractors for an Invitation to Qualify (ITQ) contract to purchase used rental and lease vehicles. The procurement targets various vehicle types including sedans, SUVs, light and medium duty pickup trucks, cargo and passenger vans, and box trucks, with the primary objective of providing state agencies a cost-effective alternative to purchasing new vehicles. The contract will run from March 1, 2026, to February 28, 2031, with two specific commodity codes covering different vehicle categories. Contractors must have a minimum of two years of experience selling lease and used vehicles, with at least 51% of their primary business focused on vehicle rentals and leasing. Evaluation will be conducted using two scoring methods: Best Value (greatest overall value) and Low Cost (lowest responsive and responsible proposal). Proposals must be submitted electronically through the JAGGAER procurement portal, and all potential vendors must first register as a Commonwealth of Pennsylvania Procurement Vendor to obtain a six-digit vendor number.
The ITQ does not include specific set-aside designations for disadvantaged enterprises, but it does require contractors to comply with nondiscrimination and worker protection laws. Contractors must be authorized dealers or franchisers, with vehicles manufactured in North America and meeting various state labor and safety regulations. While no specific award value is explicitly stated, the contract allows agencies to purchase used vehicles when financially advantageous compared to new vehicle purchases. Vendors must provide current insurance, adhere to right-to-know workplace regulations, and meet specific labeling and documentation requirements. The Commonwealth reserves the right to award contracts to multiple responsive and responsible bidders, with the understanding that the ITQ does not guarantee business to awarded contractors. Each qualifying contractor meeting minimum requirements will receive a contract, enabling them to respond to future Request for Quotes (RFQs) through the Commonwealth's Custom Portal powered by JAGGAER.
