About this opportunity

The Washington Convention and Sports Authority operating as Events DC is soliciting proposals for purchase and installation of service corridor flooring services at the Walter E. Washington Convention Center, with proposals due September 14, 2026 and a pre-proposal conference and site visit on August 19, 2026. This RFP carries a 35% set-aside for Certified Business Enterprises under the District of Columbia Small and Certified Business Enterprise Development and Assistance Amendment Act of 2014, making CBE status a filtering criterion.

The scope covers demolition of existing service corridor flooring and installation of new vinyl flooring with underlayment, wall base, and transitions across approximately 33,972 square feet, plus 33,000 square feet of Whisper Step acoustical underlayment. Contractors must provide fixed hourly rates for Project Managers and Certified Installers, plus firm fixed prices for materials including vinyl flooring, underlayment, wall base, and acoustical flooring quoted per square foot. All pricing is valid for 90 calendar days. The District of Columbia has exempted Events DC from Federal Excise Tax, Transportation Tax, and District Sales and Use Taxes; all submitted prices must exclude these taxes and be at or below rates charged to the contractor's most favored customer.

The contract term runs from October 1, 2026 through September 30, 2027, with four optional one-year renewal periods. Evaluation allocates a maximum of 112 points: 65 points for technical factors (personnel qualifications and experience, company references, technical approach) and 35 points for price, plus up to 12 additional preference points available for CBE, small business enterprise, resident-owned business, long-time resident business, local business enterprise, disadvantaged business enterprise, veteran-owned business, and local manufacturing enterprise certifications.

Contractors must maintain commercial general liability ($1 million per occurrence, $2 million aggregate), umbrella liability ($5 million), automobile liability ($1 million), workers' compensation at statutory limits, all-risk property insurance, errors and omissions ($5 million), and cyber liability ($1 million per claim, $3 million aggregate). Compliance obligations include the Service Contract Act wage determinations, Living Wage Act of 2006, First Source Employment Agreement requiring 51% District resident new hires for contracts exceeding $300,000, and Americans with Disabilities Act. A one-year warranty on all goods and services is required. Written questions are due August 26, 2026 at 5:00 PM EST.
