About this opportunity

The City of Long Beach Department of Financial Management issued ITB PR-24-399 on May 23, 2024 for pump equipment, maintenance, and repair services across city parks, lakes, and irrigation systems, with the proposal due date ultimately set at August 28, 2024 at 11:00 AM Pacific Time after multiple addenda. A Notice of Intent to Award names Brax Company, Inc. (Valley Center, California) and Power Bros. Machine (Montebello, California) as the two lowest responsive bidders; award is pending issuance of purchase orders and does not constitute final contract execution.

The scope covers on-call maintenance, repairs, and programming of submersible, vertical turbine, and booster pumps; Variable Frequency Drives; and associated system parts at multiple city locations. The contractor must furnish all labor, materials, pickups, and deliveries. Specific pump models include Pentair, Flygt, Grundfos (7.5 HP, 10 HP, 15 HP), and 901 Series units, with suction/discharge specifications provided for select models. The contractor must machine replacement parts in-house where specified and provide alternative quotes if listed parts are unavailable. A two-hour maximum emergency response time is mandatory.

The contract term is twenty-four months from award, with up to three one-year extension options subject to mutual agreement and CPI-based price adjustments capped at the Los Angeles-Riverside-Orange County Consumer Price Index for non-labor. Payment is Net 30. Pricing is structured as hourly rates for technician and supervisor labor (regular, after-hours, and weekend/holiday work) plus cost-plus markup on parts and materials.

Bidders must hold a valid California C-10 electrical contractor license and demonstrate three years in business. Insurance requirements include $1 million general liability per occurrence and $2 million aggregate, $1 million workers' compensation, and $500,000 automobile liability, all naming the City as additional insured. Prevailing wage under California Labor Code applies. A local preference of up to 10% is available to Long Beach–based vendors with current business licenses and seller's permits showing an in-city address, subject to a $10,000 maximum preference cap per bid. The City reserves the right to award to multiple contractors and reject any or all bids.
