About this opportunity
Christina School District is soliciting sealed bids for mechanical renovations at Pulaski Early Education Center in Wilmington, Delaware, under project CHR26018-PULMECH, with a mandatory pre-bid meeting on November 17, 2026 at 3:30 p.m. and bids due December 17, 2026 at 11:00 a.m. Only general contractors may bid, and attendance at the pre-bid meeting is a prerequisite for bidding.
Seven contractors are debarred from bidding on, being awarded, or receiving Delaware public construction contracts: Mullen Brothers, Inc.; State Contractors Corporation; Green Granite; Pro Image Landscaping, Inc.; Liberty Mechanical, LLC; Integrated Mechanical and Fire Systems Inc.; and ACH 1, INC. The debarment list states a period of three years from the date of judgment or as determined by a court of competent jurisdiction, and notes some debarments as indefinite. The Invitation to Bid states that Minority, Disadvantaged, Women-Owned, and Veteran-Owned Business Enterprises will have full opportunity to bid, but no set-asides are designated.
The project replaces the existing boiler system with a condensing boiler system, including gas and plumbing piping, controls, pumps, air separators, expansion tanks, flues, combustion air ducts, unit heaters, and accompanying power and lighting work. Bids require a subcontractor list naming one subcontractor per trade category, plus affidavits covering drug testing programs, contractor qualifications, and craft training where applicable. Work is subject to Delaware prevailing wage requirements under Title 29, Chapter 69, with rates effective March 13, 2026. The contract will use AIA Document A101-2017 with project-specific supplements.
The base bid must include a $50,000 allowance for unforeseen or concealed conditions and owner-requested revisions. Bid security equals 10 percent of the bid amount plus all additive alternates, with bid bonds valid 30 days after opening. The successful bidder must post performance and payment bonds each equal to 100 percent of the contract price. The contract will be awarded to the lowest responsive and responsible bidder within 60 days of bid opening. Liquidated damages apply to missed completion deadlines, and weather delays are permitted only within specified adverse-day allowances. The specifications list substantial completion by August 17, 2026 and 100 percent completion by August 19, 2026, dates that precede the December 17, 2026 bid deadline.
Pre-bid meeting is held at 1300 Cedar St, Wilmington, DE 19805, and sealed bids are delivered to the Eden Support Services Center, 925 Bear-Corbitt Road, Bear, Delaware. Contract documents are restricted under a Delaware Code exemption from plan publication and are available only to qualified vendors through a controlled process requiring acknowledgement of receipt. The Invitation to Bid lists electronic documents for a non-refundable $25.00 fee from Fearn-Clendaniel Architects, Inc. Contract manager Wayde Clendaniel can be reached at 302-998-7615 or waydeclendaniel@fcarchitects.net, and George Wicks IV manages the project for the Christina School District.
