About this opportunity

The Colorado Department of Human Services, Office of the State Architect, is soliciting documented quotes for replacement of a 2.1 million BTU hot water boiler (Model #211A-11-W/S-1, Serial #503452-200501) at Pueblo Regional Center Hub A in Pueblo West, Colorado, with quotes due July 31, 2026 at 10:00 a.m. A mandatory pre-bid conference is scheduled for July 22, 2026 at 10:00 a.m. at the project site (270 W John Powell Blvd, Pueblo West, CO 81007). This is a Design/Bid/Build documented quote procurement with preference for Colorado resident bidders and Colorado labor as provided by law.

The existing boiler has reached end of serviceable life and provides heating for Building Hub A and a therapy swimming pool. The scope involves complete demolition and removal of the existing boiler system, all associated components including controls, tanks, pumps, and motors, and installation of a replacement system. Like-for-like replacement is intended where possible, though modifications to piping, venting, electrical, gas, and control systems may be required to comply with current mechanical and safety codes. Bidders must conduct site inspection during the mandatory walkthrough to assess existing conditions, removal requirements, and installation constraints.

All quotes must be comprehensive, including complete labor, materials, and costs for full project execution, and must be firm with FOB Destination pricing. A bid bond of not less than 5 percent of the total bid is required if construction value exceeds $50,000. Contractors must be registered in Colorado's CORE system and with the Colorado Secretary of State before contract execution. Vendors must comply with E-Verify requirements and disclose any services performed outside Colorado. Questions are due July 24, 2026 at 10:00 a.m., with responses due July 27, 2026. The anticipated contract start date is August 20, 2026. Award will be made to the lowest responsible bidder. Performance and labor/material payment bonds on state-prescribed forms are required within ten days of Notice of Award. Contractors must comply with Colorado prevailing wage requirements and maintain comprehensive insurance coverage.
