About this opportunity
Morgan County Board of Commissioners in Georgia has issued a Request for Qualifications (RFQ) for the design, evaluation, and potential installation of an upgraded Public Safety Radio System. The procurement seeks qualified vendors to transition the County's current VHF high band three-channel, six talk-path Trunked 2-way radio system to a UHF/LTE-enabled system. Key deliverables include comprehensive system evaluation and design recommendations, coverage projections for DMR and LTE services, FCC coordination and licensing support, tower location recommendations and construction as needed, procurement of 624 mobile radios and 390 portable radios across eight departments (Sheriff, Fire, Police, Schools, Public Works, Transportation, 911, and EMA), system training, live cut-over support with on-site presence, and ongoing system maintenance. Sealed proposals must be submitted to Mr. Mark Williams, Assistant County Manager, at 150 East Washington Street, Madison, Georgia 30650 by Friday, August 22, 2025, with faxed and emailed submissions not acceptable. Evaluation criteria are weighted as follows: Qualifications Summary (30%), Technical Approach (30%), Project Management (20%), and Personnel (20%), with cost serving as a secondary consideration factor. Respondents must provide at least five references from similar projects completed within the last five years, a Certificate of Insurance with minimum coverage of $1,000,000 general liability and $150,000 automobile liability, an E-Verify Affidavit, and a current W-9. Upon contract award for construction, successful bidders must provide 100% project value performance and payment bonds.
An Addendum #1 issued July 29, 2025 modified the original RFQ requirement for the exclusive Motorola Digital MOTOTRBO DMR platform to allow proposals from alternative manufacturers, provided all technical and operational requirements are met; however, at this time Morgan County is only soliciting pricing for the evaluation and design phases, with full buildout pricing to be requested later. No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information is documented in the RFQ materials. The procurement is funded through SPLOST (Special Purpose Local Option Sales Tax) revenues, though a specific budget or award value range is not specified in the available documentation. Vendors must absorb all costs related to proposal preparation and submission, include estimated timeframes for system design and installation following County design approval, provide warranty terms for all applicable equipment and services, and submit required certifications and affidavits. Morgan County reserves the right to reject any and all proposals, waive informalities or technicalities, re-solicit if no acceptable proposal is received, and make award determinations in its sole discretion based on what it deems in the County's best interest.
