Morgan County seeks qualified vendors to transition from the current VHF high band three-channel, six talk-path Trunked 2-way radio system to a UHF/LTE-enabled radio system operating on the Motorola Digital MOTOTRBO DMR platform with no exceptions or substitutions permitted. The project encompasses system evaluation and recommendations, full system design with coverage projections for DMR and LTE services, FCC coordination and licensing, tower location recommendations and construction as needed, subscriber equipment procurement totaling 624 mobile radios and 390 portable radios across multiple departments (Sheriff, Fire, Police, Schools, Public Works, Transportation, 911, and EMA), system training, live cut-over support with on-site presence, and ongoing system maintenance throughout the service life. Sealed proposals must be delivered to Mr. Mark Williams, Assistant County Manager, at 150 East Washington Street, Madison, Georgia 30650 by Friday, August 22, 2025. Faxed and emailed submissions are not acceptable. No site visits or bidders conferences are identified in the RFQ.
Awards will be made based on weighted evaluation criteria: Qualifications Summary (30%), Technical Approach (30%), Project Management (20%), and Personnel (20%), with cost as a secondary consideration factor rather than the sole determining criterion. Respondents must provide at least five references from similar projects completed within the last five years, a Certificate of Insurance with minimum coverage limits of $1,000,000 general liability and $150,000 automobile liability, an E-Verify Affidavit, and a current W-9. Upon contract award for construction, the successful bidder must provide 100% project value performance and payment bonds. The project is funded through SPLOST (Special Purpose Local Option Sales Tax) revenues. Bidders must include estimated timeframes for system design and installation following the County's design approval, warranty terms for all applicable equipment and services, and absorb all costs related to proposal preparation and submission. Morgan County reserves the right to reject any and all proposals, waive informalities or technicalities, re-solicit if no acceptable proposal is received, and make award determinations in its sole discretion based on what it deems in the County's best interest.
