About this opportunity
The North Texas Municipal Water District (NTMWD) is requesting proposals for public opinion research services under RFP 1-26-146-P, with proposals due June 25, 2026 at 2:00 PM Central.
NTMWD serves 2.2 million people across more than 70 communities in North Texas, spanning 2,200 square miles and 10 counties. Phase I requires a public opinion survey measuring awareness of the Water Is Awesome conservation program across NTMWD, Tarrant Regional Water District, and City of Dallas Water Utilities service areas, concluding by September 30, 2026. Phase II provides for additional surveys on an as-needed basis with project-specific scopes. The scope includes developing survey instruments in English and Spanish versions, conducting data collection, and delivering written reports with methodology frameworks, tabulation of results, key findings, detailed cross-tabulations, and recommendations for water conservation messaging. Optional services include conducting one or two focus groups and providing stakeholder presentations.
Pricing must separate Phase I as a lump-sum amount for the Water Is Awesome survey and Phase II as hourly rates for six personnel categories: Senior Partner/Principal Consultant, Project Director/Senior Researcher, Analyst/Data Scientist, Fieldwork Manager/Operations, Junior Analyst/Support, and Focus Group Moderator. Transportation, travel, and subsistence costs must be incorporated into pricing with no separate reimbursement. The contractor must carry Workers' Compensation at Texas statutory levels, General Liability of $1 million per occurrence / $2 million aggregate, Commercial Automobile Liability of $500,000, and Professional Liability of $1 million.
The initial contract term is one year with four automatic one-year renewal options, not to exceed five years total unless NTMWD provides 60 days' written notice of non-renewal; NTMWD may temporarily extend services for an additional 90 days. Contract execution is anticipated in late July 2026. Payment terms are Net 30 days following invoice submission and deliverable acceptance.
Evaluation weighs Prior Experience at 30 points, Price at 30 points, Company Overview and Qualifications at 20 points, and Methodology and Approach at 20 points. A pre-proposal meeting is scheduled for June 9, 2026 at 10:30 AM Central. Questions are due June 11, 2026 at 4:00 PM Central.
