About this opportunity
The North Texas Municipal Water District is soliciting proposals under RFP 27-016-P for an on-call roofing contractor pool, with a pre-proposal meeting on November 12, 2026 at 2:30 p.m. Central, questions due December 4, 2026 at 4:00 p.m. Central, and proposals due December 15, 2026 at 2:00 p.m. Central. The solicitation carries no set-aside or preference program, and proposals must be submitted electronically through the Bonfire platform at ntmwd.bonfirehub.com, where late submissions are not accepted.
NTMWD will establish a pool of up to five qualified roofing contractors for as-needed, project-specific work at its facilities throughout its service area. Scope covers roof damage assessment and repair, replacement, restoration and reconstruction, drainage and associated components, sheet metal and flashing, roof penetrations and equipment, and emergency roofing. Contractors must carry workers' compensation at Texas statutory limits, employer's liability of $500,000 per accident or disease, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and business automobile liability of $500,000 combined single limit.
Pricing uses each contractor's proposed coefficients applied to RSMeans 2026 national average cost data, adjusted by the RSMeans City Cost Index. Contractors submit separate coefficients for normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.) and for emergency or after-hours work, and each coefficient must include overhead, profit, general conditions, supervision, travel, mobilization, insurance, and bonds. For non-prepriced items, NTMWD allows a maximum markup of 10 percent on documented actual costs. Individual purchase orders may not exceed $500,000, and contractors must deliver a pricing proposal within three business days of NTMWD's request and any required site visits.
Evaluation assigns 40 points to coefficients, 25 points to prior experience with similar projects, 20 points to methodology and approach, and 15 points to company overview and qualifications.
The initial term is one year, with automatic renewal for four additional one-year periods on the same pricing, terms, and conditions unless NTMWD gives 60 days' written notice of non-renewal. The maximum total contract period is five years. Contract execution is anticipated in mid-to-late December 2026.
