About this opportunity

The Wyoming Department of Health is requesting proposals for a cloud-based public health preparedness and response information system through the A & I Procurement Office via RFP 0063-N, with proposals due October 29, 2026 at 2:00 p.m. Mountain Time and written questions due October 8, 2026.

The system will consolidate multiple legacy platforms (WebEOC RID Board, EMResource, and Excel spreadsheets) into a single integrated solution. Proposers may respond to any combination of five project components: Incident Management (NIMS-compliant), Volunteer Registry and Management (ESAR-VHP-compliant), Inventory Management for personal protective equipment and supplies, Patient Tracking for mass casualty situations, and Bed Availability Tracking for hospital and healthcare facilities. Proposers must identify which components are included in their submission.

The system must be web browser-based, support 1,500 concurrent users without per-seat licensing fees, maintain 99.99% uptime availability, and deploy within 90 days of award. The platform must integrate with Wyoming Information Technology policies and standards and provide data access through Microsoft Power BI, ESRI, and Tableau. The State retains ownership of all data. Proposers must provide cyber liability insurance with minimum limits of $2 million per occurrence and aggregate, and include comprehensive hosting with disaster recovery capability providing restoration within 24 hours of complete failure.

The estimated annual budget is $40,000 per year. Cost proposals must include three pricing schedules: all-inclusive development and implementation costs by component; year-one maintenance and support with a guaranteed maximum escalation percentage for subsequent years; and all-inclusive hourly rates for future software changes and change orders. Payment is made upon completion and Agency acceptance of individual deliverables. The contract term is initial with potential extension up to five years total through mutual agreement. Anticipated work commencement is January 2027. All submissions must be uploaded through the Public Purchase online bidding system in PDF, Excel, or Microsoft Office format.
