About this file
This is a Requirements Matrix attachment for a Public Health Preparedness and Response (PHPR) Information System solicitation issued by the State of Wyoming Department of Health through the A & I Procurement Office. The project seeks proposals for a comprehensive information system designed to replace legacy systems currently in use by the agency. Proposals must be submitted through the Public Purchase online bidding platform no later than 2:00 p.m. Mountain Time on October 29, 2026. Written questions regarding the procurement must be submitted individually through the same platform by 2:00 p.m. Mountain Time on October 8, 2026, with no guarantee that questions received after this deadline will be accepted. All submissions must be uploaded completely by the deadline, as the system will lock at the specified time and any incomplete submissions will be deemed non-responsive and eliminated from evaluation. Bidders are responsible for monitoring the Public Purchase system for answers to questions, addenda, award information, and other solicitation-related updates, as the Wyoming Procurement Office will not distribute this information via email, phone, fax, or mail.
All documents must be submitted in PDF, Excel, or Microsoft Office format through the Public Purchase online bidding system. The Wyoming Procurement Office has provided registration guidance and a step-by-step guide available at https://ai.wyo.gov/divisions/general-services/purchasing for vendors seeking to register with Public Purchase at no cost. This Requirements Matrix serves as an attachment to establish the functional and technical specifications that responding vendors must address in their proposals to ensure compliance with the agency's operational and system requirements.
