About this opportunity

The City of Alpharetta is seeking a qualified Bike Sharing Provider to implement a comprehensive Public Bike Share Service Program through Request for Qualifications (RFQ) Number 26-1001. The procurement aims to establish a turn-key operation that enhances mobility, promotes healthy lifestyles, and supports sustainable transportation for Alpharetta's approximately 65,800 residents and 122,000 daytime population. The selected provider must supply all necessary equipment, operations, and services for a safe, reliable, and accessible bike share program, with a preference for docked bicycle options including pedal bicycles, adaptive pedal bikes, and pedal tricycles. Responses will be evaluated using a 100-point scoring system, with points allocated as follows: Statement of Qualifications (40 points), Method of Service and Implementation Plan (30 points), References (27 points), and Local Vendor Preference (3 points). The RFQ response deadline is November 13, 2025, at 10:00 AM, with submissions required through the Bonfire online platform. The city will either request additional information from top-scoring providers or begin negotiations with the highest-scoring provider.

The procurement does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. The RFQ requires providers to comply with E-Verify immigration verification programs, federal and state legal standards, and non-discrimination requirements. Providers must demonstrate comprehensive capabilities including equipment procurement, installation, operations, maintenance, user support, marketing, and liability coverage. Insurance specifications require minimum coverage limits ranging from $1-2 million across various policy types. While no specific budget range is provided, the procurement is for a comprehensive bike share program serving the entire city, connecting public transit, parks, government services, business districts, and residential areas. Providers must be prepared to handle all aspects of the program and leverage emerging technologies and operational best practices. The contract term will be negotiated with the successful provider, with no predetermined duration specified in the documentation.
