About this opportunity

The Texas Health and Human Services Commission is requesting bids for psychologist services at Rio Grande State Center in Harlingen, Texas under IFB HHS0017752, with responses due September 2, 2026 at 10:30 a.m. CST and questions due August 25, 2026 at 1:00 p.m. CST.

Bidders must hold a doctoral degree in psychology from an accredited institution, maintain a Texas license for mental health psychology, demonstrate a minimum of five years of relevant experience, and be bilingual in English and Spanish. These qualifications are decision-filtering requirements. Services include psychological evaluations, assessments, diagnosis, and counseling for facility residents, along with clinical consultation to treatment teams. Work is performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a four-hour response time for routine service calls and one-hour response for emergencies.

Pricing is firm and fixed for the contract term, submitted as per-individual unit rates for regular business hours and outside regular business hours services on Exhibit C, with bidder-submitted rates ranging up to $200,000 per individual. Price adjustments are permitted only at HHSC's sole discretion, potentially correlated with the Consumer Price Index or federal minimum wage increases. The initial contract term expires August 31, 2027, with no renewal options; however, HHSC reserves the right to extend for up to one additional year for continuity or transition.

Contractors must maintain comprehensive insurance: workers' compensation with employer's liability limits of $1,000,000 per accident, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability of $1,000,000, and umbrella liability of $1,000,000. Bidders must submit three verifiable references for similar contracts completed within the past five years. Background checks are required for all contractor personnel prior to work commencement. A HUB Subcontracting Plan is encouraged but not required. Award is made on best-value basis rather than lowest price. All responses must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) or face disqualification. Responses may be submitted in-person at HHS Procurement and Contracting Services, 1100 W. 49th Street, Austin, Texas, or electronically through the HHS Online Bid Room (optional alternative).
