About this opportunity

The City of New Haven Police Department is requesting proposals for psychological testing services for police candidates, with proposals due August 4, 2026 at 11:00 a.m. and a question submission deadline of July 27, 2026 at 5:00 p.m. The service provider must be a licensed Clinical Psychologist, Clinical Social Worker, or Medical Doctor with psychiatry specialty licensed in Connecticut or holding an equivalent license in another state; Clinical Social Workers must hold Board Certified Diplomate (BCD) credentials from the American Board of Social Work Examiners or Diplomate in Clinical Social Work (DCSW) from the National Association of Social Workers. These qualifications are mandated by Connecticut Police Officer Standards and Training (POST) Council Regulation Section 7-294e-16(j).

The scope encompasses assessment and consultation services for approximately 40 to 60 candidates annually. The vendor must establish referral procedures, collect qualitative and quantitative data, and deliver clinical reports addressing candidate psychological stability for police officer positions. Appointments must be scheduled within seven days of request, with verbal or written test result confirmation provided within 48 hours and detailed written reports delivered within one week of evaluation. Pricing must itemize costs for pre-conditional psychological evaluations, post-conditional evaluations, and fit-for-duty evaluations including complete written reports, plus any hourly consultation fees for hearings or litigation support.

The initial contract term is one year with two optional one-year extension periods at the Purchasing Agent's discretion. Proposals will be evaluated on an 80-point technical criteria component (professional qualifications, relevant police assessment experience, assessment methodology, NHPD mission understanding, work plan and scheduling, and reporting quality), a pass/fail compliance component addressing records retention and staffing, and a 20-point cost proposal component. Proposals must be submitted electronically in two separate parts: technical proposal without pricing and detailed cost proposal with lump-sum pricing and itemized breakdowns. Required submissions include proof of licensure, examples from at least three similar police projects, current insurance certificates naming the City as additional insured, and completion of required City affidavits including non-collusion and ban-the-box compliance.
