About this opportunity

Gwinnett County Board of Commissioners is requesting bids for septic tank and lift station pumping, maintenance, installation, and repair services on an annual contract with four one-year renewal options, with bids due October 25, 2022 (extended from October 13 by Addendum #2). Award was made to Wind River Environmental, LLC.

The scope encompasses on-demand pumping of grease traps, septic tanks, and lift stations; lift station and septic system repairs; septic tank installation; drain field line installation and repairs; high-pressure jetting; preventative maintenance; and degreaser treatment and cleaning at various Gwinnett County facilities including fire stations and parks operated by the Department of Community Services. The contractor must maintain a minimum fleet of one 4,000-gallon pump truck and seven 3,000-gallon pump trucks and be certified by the Georgia Department of Public Health. Addendum #2 clarifies that prospective contractors are encouraged to submit bids as long as they can provide necessary services; the county reserves the right to request additional information and conduct investigations to determine bidder capability.

Pricing is structured in three sections: labor rates for repairs and installation services (including hourly foreman and general labor rates for regular and after-hours work); equipment rental rates; and parts and materials with a percentage markup not to exceed 15% of actual costs. The County provides no guaranteed minimum or maximum purchase amounts. Pricing must remain firm for the initial contract term and each optional renewal period, which includes a 3% increase provision.

The contractor must submit a Certificate of Insurance with $500,000 Commercial General Liability, $500,000 Auto Liability, and $1,000,000 Umbrella Liability coverage, with the County named as additional insured. Bidders must provide three commercial references demonstrating similar on-demand septic services experience within the past five years, complete a Contractor Affidavit verifying E-Verify participation, and submit a Code of Ethics Affidavit. Award was made to the lowest responsive and responsible bidder. Wind River Environmental, LLC received the contract with a total award of $131,951.00 across three bid sections. Questions were due by October 6, 2022. The contract began January 1, 2023, or upon Board of Commissioners approval, whichever is later. Firms on the Gwinnett County ineligible source list are prohibited from submitting.
