About this file
This is Addendum #1 to Invitation to Bid BL114-22 issued by Gwinnett County, Georgia on September 28, 2022, regarding the provision of septic tank and lift station pumping, maintenance, installation, and repair services on an annual contract with four renewal options. The addendum modifies the trip charge provisions in the original specifications to clarify that only one trip charge for repairs and installations may be applied per service request to cover transit time, material pickup, and other trip-related costs, while travel time for inspections and preventative maintenance must be included in line item pricing. The revised bid schedule requires pricing for pumping services that is all-inclusive of travel, uncovering, pumping, recovering, and disposal fees. The contract term begins January 1, 2023, or upon Board of Commissioners approval, whichever is later, with pricing to remain firm for the initial term and four optional 12-month renewal periods.
The bid schedule is organized into three sections: Section A covers repair and installation labor services with approximately 20 line items including septic tank pumping by size (ranging from 750 to 2,000 gallons), drain field repair/installation, tank replacement, lift station maintenance, concrete riser installation, and hourly labor rates for foremen and general laborers; Section B addresses equipment rentals including sewer jet machines, color cameras, and excavators; and Section C allows a percentage mark-up on parts, materials, and equipment not to exceed 15% of actual costs, with evaluation based on an assumed $30,000 net value. Bidders must execute the addendum certification and return the revised bid schedule pages as part of their bid package, with failure to do so potentially resulting in rejection. Gwinnett County requires firm pricing throughout the initial contract term and uses electronic payments for vendor remittance.
