About this opportunity

San Mateo County is seeking a property management firm to oversee the Stone Pine Cove Manufactured Home Community, a new affordable housing development located at 830 Stone Pine Road in Half Moon Bay, California. The Request for Proposals (RFP) solicits comprehensive property management services for a 5-acre site with 47 manufactured homes targeting low-income agricultural worker households. Required services include lease-up management, rent collection, maintenance, resident services, and compliance with mobile home park regulations. The RFP specifies an initial two-year contract term with options to extend for up to three additional one-year periods, subject to mutual consent. Evaluation criteria will emphasize experience managing affordable housing, financial and administrative strength, community engagement, resident services, project plans, and overall costs, with particular focus on Bay Area experience and working with low-income agricultural worker populations. A technical assistance Zoom session is scheduled for April 11, 2025, with proposals due by 4:00 p.m. Pacific Daylight Time on April 21, 2025. The anticipated contract award date is May 30, 2025.

The project is specifically designed to provide affordable homeownership opportunities, with residents purchasing manufactured homes through a County program while leasing lot space. Funding will be provided through multiple sources, including the County's Measure K fund and the California Department of Housing and Community Development's Joe Serna Homeownership, Jr. Farmworkers Housing Grant Program. Construction is scheduled to begin in May 2024 and complete in early summer 2025, with the property transferring from the City of Half Moon Bay to San Mateo County in Spring 2025. While no specific set-aside designations are explicitly mentioned, the project's focus on agricultural worker housing suggests a preference for organizations with demonstrated experience serving this demographic. The development will include community amenities such as walkways, roadways, guest parking, and a community garden, with an on-site management office and housing for property management staff. Though a specific contract value is not disclosed, the project's scale and comprehensive requirements indicate a substantial management opportunity for the selected contractor.
