About this opportunity

The Saint Louis Zoo is seeking proposals from licensed full-service insurance brokers to provide property-casualty and risk management consulting services across multiple campuses, including the Forest Park campus, the upcoming WildCare Park campus in Spanish Lake (set to open in 2027), and the Sears Lehmann Jr. Wildlife Reserve in Franklin County. The RFP (solicitation number 2025-04-020) requires brokers to assist with strategic consultation for the Zoo's insurance and risk management programs, covering multiple insurance lines including Property, Wind/Hail Buydown, Crime, General Liability, Commercial Auto Liability, Umbrella Liability, Workers Compensation, Directors & Officers, Employment Practices & Fiduciary Liability, Cyber Security, Veterinary Professional Liability, Miscellaneous Foreign and Executive Liability, and Pollution Liability. The procurement allows for a contract term of up to five years, with potential termination after three years. Proposals must be submitted electronically as a single PDF by 2:00 p.m. CST on October 9, 2025. Evaluation criteria will include the firm's professional reputation, qualifications, staff experience, proposed compensation, familiarity with insurance issues, client service responsiveness, client recommendations, and a preference for local firms. The Zoo emphasizes that the best bid will be selected, not necessarily the lowest cost bid.

The RFP explicitly states that proposals from two or more firms submitting a joint proposal will not be accepted, which restricts potential bidding arrangements. No specific set-aside designations for disadvantaged enterprises are mentioned in the document. The Zoo will be responsible for selecting insurance carriers for 2026 and is open to different compensation models, requesting bidders provide both commission and flat fee options. While no specific budget range or award value is explicitly stated, the comprehensive nature of the insurance coverage and multi-campus scope suggests a substantial contract opportunity. The solicitation indicates that after evaluation of written proposals, a short list of firms may be invited to interview, providing additional opportunity for detailed assessment. The procurement is specifically targeting state-licensed, full-service brokers with expertise in comprehensive risk management and insurance consulting for complex institutional environments like the Saint Louis Zoo.
