About this opportunity

The City of Pembroke Pines in Broward County, Florida, is seeking bids for propane wet fueling services for its community shuttle buses through an Invitation for Bid (IFB) issued on June 24, 2025. The procurement involves providing wet fueling for 8 buses with 55-gallon capacity, located at 1003 Poinciana Drive, with fueling requirements mandating service Monday through Saturday and completion by 6:00 AM each day. Qualified firms will be expected to provide a long-term propane fueling solution, with the contract initially spanning three years and potential for two additional one-year renewal terms. Vendors must submit pricing electronically through the city's OpenGov e-Procurement portal, using an index-based pricing structure that references the Mont Belvieu average propane price from the Butane-Propane News Weekly Propane Newsletter. Key submission deadlines include questions due by July 7, 2025, and bid submissions due by July 22, 2025, at 2:00 PM, with a public bid opening at 2:30 PM on the same day. Vendors are required to provide a fixed markup per gallon that remains constant throughout the contract term, with an option for an additional emergency/after-hours delivery fee.

No specific set-aside designations or restrictions on respondent types were mentioned in the solicitation documents. The city is not utilizing grant or federal funding for this project and is tax-exempt for direct purchases of tangible property. No proposal security, bid bond, payment, or performance bonds are required for this solicitation. The estimated aggregate spend is approximately $63,000 annually, with the city currently purchasing small quantities of propane on an as-needed basis while working to develop on-site propane fueling infrastructure in the future. In November 2024, Broward County began transitioning the city's White Community Shuttle Buses to propane, driving the need for this wet fueling contract. The solicitation includes standard insurance requirements, with a sample certificate of liability insurance provided, indicating that contractors must maintain appropriate coverage. Potential vendors should note that the city requires comprehensive insurance, including general liability, with the City of Pembroke Pines to be named as an additional insured.
