About this opportunity
Palm Beach County Department of Airports is requesting proposals for a Master Plan Update for Palm Beach International Airport under a qualifications-based selection process, with proposals due July 15, 2026 at 3:00 P.M. and a non-mandatory pre-proposal conference on June 29, 2026 at 2:00 P.M.
Any firm providing architectural, engineering, landscape architectural, or surveying and mapping services must be CCNA certified by Palm Beach County's Engineering and Public Works Department and registered in the County's Vendor Self-Service system. No Disadvantaged Business Enterprise goal has been established for this solicitation; however, the contract is subject to 49 CFR Part 26 and DBE Program requirements under the Interim Final Rule effective October 3, 2025.
The scope requires nine minimum elements: public involvement, existing conditions analysis, validation of PBI's aviation forecast, facility requirements, alternatives development and evaluation, airport layout plan, facilities implementation plan, environmental considerations, and financial feasibility analysis. All services must comply with FAA Advisory Circulars, Florida Department of Transportation guidance, and applicable Federal, State, and Local codes and regulations. Services will be scoped through individual Consultant Service Authorizations issued by the Department.
One consultant will be selected. The contract will be funded in whole or in part with Federal Aviation Administration and/or Florida Department of Transportation grants. No minimum amount of professional services or compensation is guaranteed. Proposals are qualifications-only with no fee or cost information requested. The Short List Committee will select three firms for presentation to the Final Selection Committee, which will rank firms based on qualifications, project approach and understanding, and volume of previous work awarded by the County over the past four years.
The selected consultant must maintain Commercial General Liability, Business Automobile Liability, Worker's Compensation and Employers Liability, and Professional Liability or Errors & Omissions insurance each at $5 million. Addendum No. 3 clarifies that umbrella policies may supplement primary coverage to meet the $5 million aggregate requirement, and the prime contractor is responsible for ensuring all subcontractants meet insurance requirements. Questions were due July 6, 2026. Three addenda have been issued; all are binding components of the proposal.
