About this opportunity
Lee County Port Authority is requesting qualifications for progressive design-build services encompassing a parking garage expansion, Quick Turnaround Area (QTA) redevelopment, and demolition/remediation of existing facilities at Southwest Florida International Airport, with qualifications due September 4, 2026 at 2:00 p.m. and a mandatory pre-submittal meeting on August 10, 2026 at 11:00 a.m. The project involves adding two parking deck levels above the existing three-level structure, three pedestrian bridges connecting the garage to the terminal, reconfiguration of rental car QTA operations including wash and fueling relocation, and comprehensive decommissioning and environmental remediation of existing fuel storage and north-side rental car service facilities.
Respondents must demonstrate prior experience with parking garage or CONRAC structures, individual project bonding capacity of $400 million or more, and Florida licensure. Required insurance includes commercial general liability ($5 million single limit), professional liability/errors and omissions ($5 million per claim/$10 million aggregate), pollution legal liability ($4 million per occurrence/$8 million aggregate), cyber liability ($2 million per occurrence/$4 million aggregate), and workers' compensation at statutory limits. Performance and payment bonds equal to 100 percent of total contract value will be required upon notice to proceed.
The procurement is structured as a best-value selection with 150 evaluation points across qualifications and experience (30 points), proposed lead consultant and key subconsultants (30 points), project organization and resumes (25 points), staff availability (15 points), prior team collaboration (20 points), similar project experience (15 points), and experience with Florida governmental agencies (15 points). Phase I compensation is a fixed not-to-exceed amount covering design and pre-construction services; Phase II consists of competitive bidding for early construction works and negotiated GMP for remaining construction completion. The Authority may terminate the agreement upon 30 days' written notice and reserves an off-ramp right to exit after Phase I design completion.
Questions close August 17, 2026. The Authority will interview the top three firms, with Airports Special Management Committee recommendation and Board of Port Commissioners final approval anticipated, and negotiations to begin in January 2027. Multiple mandatory federal and state compliance certifications are required, including FAA Buy American preference (49 U.S.C. § 50101), iron and steel production in the United States (Florida Statute § 255.0993), trade restriction certification, scrutinized companies certification, public entity crimes certification, debarment certification, non-collusion affidavit, and certification of non-use of diversity, equity, and inclusion material (Florida Statute § 287.139).
