About this file

This Scope of Work document outlines the deliverables for a Progressive Design-Build contract issued by the Lee County Port Authority for improvements at Southwest Florida International Airport in Florida. The project encompasses advanced planning, design, and construction of an expansion to the existing short-term parking garage, relocation and redevelopment of the rental car quick turn-around area (QTA), and demolition and environmental remediation of existing facilities. Key project elements include construction of two new parking deck levels above the existing three-level garage with associated circulation ramps, elevator extensions, and infrastructure extensions for lighting, electrical, vehicle charging stations, IT, security, and drainage systems. The scope also includes three new pedestrian bridges connecting the parking garage to the terminal building, three new mezzanines with vertical circulation infrastructure within the existing terminal, and implementation of phased temporary vehicle relocation and construction access modifications. Additional work involves expansion and reconfiguration of the QTA site into the existing long-term parking lot, relocation of rental car wash and fueling facilities, decommissioning and remediation of existing fuel storage facilities, and decommissioning and remediation of north-side rental car service areas.

The Design-Builder is responsible for target budget and schedule validation within 60 calendar days of Notice to Proceed, pre-construction services, design consultant contracting and management, design quality assurance and constructability review, cost estimating and scheduling, cost control using LCPA Procore project management software, competitive procurement and contract administration for construction, and project bonding and insurance. The project delivery must be phased to minimize impacts to existing airport operational facilities, with design, construction, start-up, commissioning, activation, and closeout occurring in coordinated phases. The Design-Builder assumes responsibility for permitting coordination, quality management across all disciplines, cost efficiency, and comprehensive project administration throughout the delivery process.
