About this opportunity
The City of Temple seeks to establish a pre-qualified firms list for architectural, engineering, and surveying services through a continuous Request for Qualifications issued on February 9, 2026, with statements of qualifications accepted through February 28, 2031, and the contract period running from March 1, 2026, through February 28, 2031. Qualified firms must be licensed to practice in the State of Texas and will be selected on an as-needed basis to provide professional services across multiple design areas including building and facility architecture, landscape architecture, civil drainage, environmental, geotechnical, mechanical/electrical/plumbing, structural, surveying, traffic control and analysis, transportation infrastructure, water and wastewater utilities, and treatment plants. Respondents must demonstrate competence and qualifications through statements of qualifications and may be required to participate in interviews prior to placement on the pre-qualified list. All submissions must include a completed Firm Information Form, a Conflict of Interest Questionnaire if applicable, and a qualifications statement detailing relevant experience in selected design areas. Required insurance coverage includes professional liability insurance of not less than $250,000 per claim and $500,000 per occurrence, and general commercial liability coverage with minimum limits of $250,000 per person and $500,000 per occurrence for bodily injury or death. The City will compensate selected firms through lump-sum fees distributed based on percentage of work completed or completion of defined tasks, with additional services also compensated on a lump-sum basis. The City reserves the right to issue project-specific requests for qualifications when projects warrant such action based on size, complexity, or scope, and placement on the pre-qualified list does not guarantee selection or award of any specific project.
The RFQ documentation does not identify any set-aside designations, restrictions on organization types, disadvantaged enterprise requirements, or incumbent vendors. Sub-consultants proposed by lead architectural and engineering firms must submit their own statements of qualifications and achieve pre-qualification status before being included in project-specific proposals. Submissions must be made electronically through the Euna Procurement portal or via paper submission to the City of Temple Purchasing Department. The contract is contingent upon availability of appropriated funds, with the City retaining the right to cancel at the end of each fiscal year with thirty days' written notice if funds are not allocated. No specific budget ranges or award values are disclosed in the procurement documents, as this is a pre-qualification vehicle for as-needed services selection rather than a fixed-award procurement. Vendors must complete conflict of interest questionnaires in compliance with Texas Local Government Code Chapter 176 and file such documentation with the records administrator no later than seven business days after becoming aware of disclosable facts or beginning discussions with the City.
