About this opportunity
The City of Temple, Texas is conducting a Request for Qualifications (RFQ #16-01-26) to pre-qualify legal service providers specializing in condemnation and eminent domain services for a five-year period from October 1, 2025, through September 30, 2030. The procurement seeks attorneys or law firms capable of providing comprehensive legal services including legal counsel, property title evaluations, preparation of legal pleadings, court and administrative hearing representation, and advising on local, state, and federal law compliance. Minimum qualifications for firms include Texas bar licensure, a minimum of five years of public sector legal experience (preferably in condemnation and eminent domain), and demonstrated knowledge of Texas and federal condemnation laws. Firms must demonstrate competence through their Statements of Qualifications (SOQ) and potential interviews, with the City reserving the right to select multiple pre-qualified firms. Submissions can be made electronically through the Euna Procurement portal or via sealed paper copies to the City of Temple Purchasing Department, with the submission deadline set for September 30, 2030.
The RFQ does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are identified in the documentation, and there are no specified infrastructure or technology integration requirements. While the RFQ does not provide a specific award value or budget range, the solicitation indicates that pre-qualification does not guarantee engagement, and firms will be selected on a project-by-project basis. The City will maintain a list of pre-qualified firms and will choose providers based on factors such as specific project experience, qualifications, professional reputation, and responsiveness to the City's needs. Firms will be selected as needed throughout the five-year contract period, with the understanding that the City reserves the right to issue a project-specific RFQ if the complexity, size, or scope of a particular project warrants additional procurement steps.
