About this opportunity

Tarleton State University is requesting bids on professional fireworks display services for home football games during the 2027 football season under IFB 04-TSUATH-ITB-0023, with bids due August 31, 2026. Texas resident bidders may claim preference under applicable state procurement rules.

The scope includes custom pyrotechnic displays and field-level special effects (flame and cryogenic effects) synchronized with team introductions, national anthem performances, touchdowns, and game-winning celebrations. Equipment must include approved mines and comets (Ricasa or Le Maitre concussions), professionally programmed and wirelessly fired. Addendum 2 specifies a crew of seven or more pyrotechnic technicians to manage five action points, on-site four hours prior to kickoff through fan departure. Technical requirements include four smoke splitters mounted on a truss at minimum six feet height, generators powering all action points, and pyrotechnic displays at ten rooftop locations firing for 45 to 60 seconds during player runout and multiple times during the national anthem in red, white, and blue. A typical game is projected to utilize approximately 200 mines and 500 comets.

The contractor must obtain and maintain all required licenses, permits, certifications, and insurance, including workers' compensation at $1,000,000 limits per accident and disease claims, commercial general liability at $1,000,000 per occurrence and $2,000,000 aggregate, business auto liability at $1,000,000 combined single limits, and excess/umbrella liability at not less than $5,000,000 per occurrence and aggregate. The contractor assumes full responsibility for permitting, transporting and handling materials, coordinating with university and emergency personnel, and debris disposal following each event.

The contract covers the 2027 football season including negotiated playoff games. Bids must be submitted in sealed envelopes to 1333 W. Washington, Stephenville, TX 76401, or electronically via SCIQuest. Bids remain firm for a minimum of 30 days after opening. The university reserves the right to terminate with thirty days' written notice and to cancel without penalty if funds are not appropriated by the Texas Legislature. Addendum 1 and Addendum 2 have been issued and must be acknowledged in proposal submissions.
