About this file

This Invitation for Bids (IFB) document pertains to professional fireworks and special effects services for Tarleton State University, a Texas public institution. The university seeks a contractor to provide custom pyrotechnic displays and special effects for designated home football games during the 2027 football season. Services include field-level special effects for team introductions featuring flame and cryogenic effects, as well as close-proximate pyrotechnic displays synchronized with team introductions, national anthem performances, touchdowns, and game-winning celebrations. The contractor must use approved equipment such as Ricasa mines and comets or Le Maitre concussions, with all effects professionally programmed and wirelessly fired for precise timing coordination. The bid opening is scheduled for August 31, 2026, at 3:00 P.M., with the requisition number 04-TSUATH-ITB-0023. The contract term covers the 2027 football season, including any playoff games that will be negotiated under the award terms. The University reserves the right to terminate the contract with thirty days' written notice and has established Dr. Brett Powell as the designated individual responsible for examining claims and conducting negotiations.

The IFB requires bidders to submit pricing for two line items: a total fireworks and special effects package per home football game and an additional charge per playoff game. Bids must be submitted in sealed envelopes to the Tarleton State University Procurement Department at 1333 W. Washington, Stephenville, TX 76401, or electronically via the SCIQuest platform. The winning vendor must maintain all required licenses, permits, certifications, and insurance throughout the contract term and provide evidence of qualifications and experience with comparable professional pyrotechnic displays. The contractor assumes full responsibility for obtaining necessary permits, transporting and handling materials, coordinating with university and emergency personnel, and disposing of all debris following each event. Texas resident bidders may claim preference under applicable state procurement rules. The contract is subject to cancellation without penalty if funds are not appropriated by the Texas Legislature, and any damage caused by the contractor to university premises or facilities becomes the contractor's responsibility for repair.
