About this opportunity

The Town of Brookfield, Connecticut, acting through Brookfield Public Schools, is requesting proposals for professional engineering services covering evaluation, design, and construction administration of fuel oil storage system upgrades at Whisconier Middle School and Brookfield High School, with sealed proposals due June 18, 2026 at 11:00 a.m. EDT and a mandatory pre-bid site walkthrough on June 4, 2026 at 4:00 p.m.

The scope encompasses existing-conditions investigation and alternatives analysis (underground storage tank removal versus abandonment-in-place) for two existing 10,000-gallon heating oil USTs; complete design services incorporating civil, structural, mechanical, electrical, and environmental components; permitting assistance; bidding-phase support; and construction administration. The design must comply with Connecticut General Statutes, Connecticut Department of Energy and Environmental Protection regulations, NFPA 30 and 31, UL 142 and UL 2085, and 40 CFR Part 112, and must minimize disruption to ongoing school operations.

The selected consultant must provide Professional Liability insurance (minimum $2,000,000 policy limit), General Liability insurance ($1,000,000 per occurrence with the Town named as additional insured), and Worker's Compensation insurance at statutory limits. All materials, supplies, equipment, and services are guaranteed for one year from acceptance; defects or deterioration are to be repaired, adjusted, or replaced at the respondent's expense. Payment will be made within 30 days of invoice receipt following inspection and acceptance.

Proposals will be evaluated on firm qualifications, relevant project experience, project understanding, approach, team composition, and fee structure. The Town anticipates selecting a consultant in 2026, with design to proceed immediately thereafter and construction to follow completion of bidding and Town referendum. Neither bid bond nor payment and performance bond is required. Questions should be directed to Julian Capadose at 203-775-7323 or purchasing@brookfieldct.gov.
