About this file

This Addendum 1 document pertains to the Town of Brookfield, Connecticut, acting through Brookfield Public Schools, for professional engineering services related to fuel oil storage system upgrades at two school facilities. The project encompasses evaluation, design, and construction administration services for existing underground storage tank systems at Whisconier Middle School and Brookfield High School. The scope includes existing-conditions investigation, alternatives analysis for two 10,000-gallon heating oil USTs (comparing removal versus abandonment-in-place options), complete design services across civil, structural, mechanical, electrical, and environmental disciplines, permitting assistance, bidding-phase support, and construction administration. A mandatory pre-bid site walkthrough is scheduled for June 4, 2026 at 4:00 p.m., with sealed proposals due June 18, 2026 at 11:00 a.m. EDT. The design must comply with Connecticut General Statutes, Connecticut Department of Energy and Environmental Protection regulations, NFPA 30 and 31, UL 142 and UL 2085, and 40 CFR Part 112, while minimizing disruption to school operations. The Town anticipates consultant selection in 2026, with design proceeding immediately thereafter and construction following completion of bidding and Town referendum.

The selected consultant must provide Professional Liability insurance with a minimum $2,000,000 policy limit, General Liability insurance of $1,000,000 per occurrence with the Town named as additional insured, and Worker's Compensation insurance at statutory limits. All materials, supplies, equipment, and services are guaranteed for one year from acceptance, with defects or deterioration to be repaired, adjusted, or replaced at the consultant's expense. Payment will be made within 30 days of invoice receipt following inspection and acceptance. Proposals will be evaluated based on firm qualifications, relevant project experience, project understanding, approach, team composition, and fee structure. Neither bid bond nor payment and performance bond is required. Questions should be directed to Julian Capadose at 203-775-7323 or purchasing@brookfieldct.gov.
