About this opportunity
Paulding County, Georgia is issuing a Request for Qualifications-Based Proposals for Professional Engineering Design Services for an intersection improvement project at Winn Road (CR 268) and South Paulding High School in unincorporated Paulding County. The scope of work requires engineering design services to achieve a minimum Level of Service "C" twenty years from the design base year, with initial evaluation favoring installation of a single-lane roundabout. Deliverables include design work in accordance with AASHTO guidelines and GDOT Standard Specifications, subsurface utility engineering, soil survey studies, and erosion, sedimentation, and pollution control planning. The design must accommodate buses, fire trucks, and school deliveries while addressing safe pedestrian accommodations for children crossing Winn Road, with current traffic patterns at approximately 4,700 vehicles daily concentrated during school peak hours. Sealed proposals must be submitted by 10:00 AM EST on Friday, February 13, 2026, to the Paulding County Department of Finance, 240 Constitution Boulevard, Dallas, GA 30132, with a non-mandatory pre-bid meeting conducted via Zoom on January 30, 2026. The question deadline is February 3, 2026 at 12:00 PM, with interviews potentially scheduled for March 2, 2026, and tentative Board of Commissioners approval on March 24, 2026. Evaluation criteria include firms' ethical and professional standing, experience with roundabout design, ability to meet schedules and budgets, personnel qualifications, firm stability, knowledge of planning processes and design criteria, financial soundness, with technical qualifications and cost/schedule reasonableness weighted at 80% and 20% respectively. Proposals must include two separate submittals: a technical proposal limited to 20 pages (excluding table of contents and attachments) comprising one unbound original, five bound copies, and an electronic version on a thumb drive, and a cost proposal in a separate sealed envelope.
This project is locally funded and does not have Disadvantaged Business Enterprise (DBE) requirements or NEPA/GEPA compliance obligations. Required GDOT prequalifications include History (1.06b), Ecology (1.06e), Archaeology (1.06f), and Bat Surveys (1.06h), though prequalifications for Soil Survey Studies and Attitude/Opinion/Community Value Studies are not required. All bid packages must include the Georgia Security and Immigration Compliance Act Affidavit form. The highest-ranking firm's sealed cost proposal will be opened following technical selection, and the final scope of work will be negotiated between the selected firm and Paulding County. No incumbent vendor or contract value information is provided in the solicitation documents. Paulding County reserves the right to reject any and all proposals, waive informalities and technicalities, and award contracts in accordance with Georgia law and County procedures. The full RFP document is available upon written request at no charge by emailing purchase@paulding.gov or calling 770-443-7512.
