About this file
This Amendment No. 3 document pertains to Paulding County's Request for Proposal (RFP) 26016-1509 for Professional Engineering Design Services for the Winn Road at South Paulding High School Driveway Intersection Improvement Project. The project requires engineering design services to achieve a minimum Level of Service "C" for the intersection 20 years from the design base year. Paulding County released the initial RFP on January 8, 2026, with a non-mandatory pre-proposal conference held on January 30, 2026, and a letting date of February 13, 2026. Proposals are due no later than 10:00 A.M. Eastern Time on February 13, 2026, submitted to the Paulding County Purchasing & Contracting office (Attention: Tara Goldin, Purchasing Manager, 240 Constitution Boulevard, Dallas, Georgia 30132). The project is locally funded and requires design work in accordance with AASHTO guidelines, GDOT Standard Specifications, and applicable plan development and presentation standards. Key project considerations include accommodating buses, fire trucks, and school deliveries; addressing safe pedestrian accommodations for children crossing Winn Road; and maintaining current traffic patterns with 2024 ADT at approximately 4,700 vehicles, with traffic concentrated during AM/PM school peak hours.
Proposals must be submitted in two sealed packages: a Technical Proposal (one unbound original, five bound copies, and one electronic version on a thumb drive) and a Cost Proposal (one hard copy, unbound but organized and clipped or stapled, no electronic copy required). The evaluation criteria weight technical qualifications and cost/schedule reasonableness at 80% and 20% respectively, with the sealed cost proposal opened simultaneously with the technical proposal for evaluation. Required GDOT prequalifications include History (1.06b), Ecology (1.06e), Archaeology (1.06f), and Bat Surveys (1.06h); prequalifications for Soil Survey Studies (6.01a) and Attitude/Opinion/Community Value Studies (1.07) are not required. Environmental screening and resource identification are required as the project is locally funded without NEPA or GEPA requirements. Disadvantaged Business Enterprise (DBE) requirements do not apply to this locally funded project. The technical proposal is limited to 20 pages (excluding table of contents and required attachments), and estimated hours and rates are required for all subconsultant team members. Electronic signatures are acceptable for proposal submission.

Meeting Minutes and Sign In Sheet from the January 30, 2026 Non-Mandatory Pre- Proposal Meeting for the Winn Road at South Paulding High School Intersection Project.
1. Amendment No. 1 states: “Each proposal requires two (2) submittals per package.”
Please clarify what the two submittals per package are for each proposal.
This information is provided in the advertisement, in Section 2.14 – General Requirements o Technical proposals o Cost Proposal
2. Please clarify submittal requirements. Is the electronic version only for the technical proposal? Correct
3. Please clarify submittal requirements: Do we need to submit the cost proposal as an electronic version as well? No, electronic copy of Cost Proposal is not required.
4. Please clarify submittal requirements: If submitting an electronic version, is submitting via email acceptable? And if so, please clarify how the proposals should be submitted – do they need to be submitted in separate zip files?
See Section 1.4- Proposers should submit One (1) original, Five (5) copies, and an electronic version of the Proposal. Electronic version to be provided on a thumb drive.
5. Please clarify submittal requirements: Attachment J states that we need to submit the sheet with the technical proposal, and other forms state that some of the forms need to be returned with the submittal. The RFP initially states contract compliance submittals need to be submitted in a separate sealed envelope. Amendment No. 1 does not mention how the forms and appendices need to be submitted, only technical and cost proposal. Please clarify if it’s okay to attach the forms at the end of the technical proposal, or if the forms need to be submitted separately from the cost proposal and cost proposal.
Proposal Forms, Attachments A through Attachment J, are to be attached to the electronic version of the Technical Proposal only. The proposal forms are not required to be attached to the Technical Proposal hardcopies. The Proposal Forms do not count toward the twenty (20) page limit on the electronic version of the Technical Proposal.
6. Please clarify submittal requirements: Please confirm if we only need to submit for technical proposal (1 unbound original, 5 bound copies, and an electronic version), and if the technical proposal can have all of the appendices and forms attached at the end, and also confirm only one hard copy is needed for cost proposal submission.
As stated above, a Technical Proposal and a Cost Proposal are required submittals. One hard copy of the Cost Proposal is required, no electronic copy of the Cost Proposal is required.
7. Please clarify whether or not the Cost Proposal hard copy should be bound or unbound when we submit.
Cost Proposal is not required to be bound, however it should be in order and clipped or stapled.
8. Please clarify whether or not a Table of Contents page will count towards the page limit or not.
Table of Contents will count towards page limit.
9. The RFP states that GDOT Prequalification 6.01(a) Soil Survey Stduies is required;
however, in Section 1.3 Scope of Work there is no mention of soil surveys, geotechnical reports or pavement designs noted for delivery. Can the County elaborate on if they require or recommend any specific geotechnical studies for the development of the project?
The prequalification for GDOT 6.01(a) Soil Survey Studies, will not be required for this
RFP.
10. Section 1.3 Scope of Work notes Environmental Resource Identification/Screening as part of the Concept phase; however, the required GDOT prequalification list does not include prequals consistent with environmental screening and ID. Can the County elaborate on the required breath of environmental screening / ID and what GDOT Prequalifications would be required?
This is a locally funded project, NEPA and GEPA not required. Environmental screening and resource ID will be required. Area classes to be prequalified for this RFP are:
1.06(b) History 1.06(e) Ecology 1.06(f) Archaeology 1.06(h) Bat Surveys
11. The listed required GDOT Prequalifications notes a need for GDOT 1.07 Attitude, Opinion, Community Value Studies; however, Section 1.3 Scope of Work does not note any typical 1.07 effort. Can the County elaborate on what they anticipate the 1.07 prequal is needed for?
The prequalification for GDOT 1.07 Attitude, Opinion, Community Value Studies, will not be required for this RFP.
12. Is the sealed cost proposal going to be used in the evaluation? Section 4.3 at the bottom of Page 17 states "If selected, the highest-ranking firm(s) sealed cost proposal will be opened and the final scope of work(s) shall be provided by the top ranked proposer to the County to begin negotiation." The above language in bold will be removed from the RFP. This seems to indicate selection is based wholly on qualifications; however the Evaluation Criteria in the Table in Section 4.1 indicates a 20% weight on the Schedule and Hourly Cost Proposal. Can you confirm when during the evaluation the sealed cost proposal will be opened and evaluated? The sealed cost proposal will be used in the evaluation. The Sealed Cost proposal will be opened with the Technical Proposal.
13. Are estimated hours and rates required for subconsultant members of the team? Yes
14. Do the RFP provided attachment forms count against the limit of 20 sheets for the RFP?
Additionally, there are required attachments that reflect Disadvantaged Business Enterprise (DBE) statements. No. Given the US DOT's changes to the DBE guidelines and that GDOT has removed certification of all DBEs in the state of Georgia prior to beginning their recertification process, does the County require these DBE attachments if the Prime or any of the subconsultants were previously certified as a DBE?
There is no State or federal funding in this proposed project at this time. As stated in RFP, there are no DBE requirements for this RFP. The DBE Attachment forms (Attachment B, Attachment C, Attachment F, and Attachment G) will not be required to be submitted.

There was a serious accident recently. Has there been a traffic study completed and could it be shared? A pedestrian and vehicle crash occurred at the marked crosswalk at the intersection of Winn Road, Sundance Drive, and Dugan Elementary School Driveway.
No formal traffic study has been completed to share. A project is being constructed currently to install concrete islands, crosswalks and RRFB’s at the Winn Road, Sundance Drive, and Dugan Elementary School intersection.
There are not pedestrian accommodations from the project into the school. Should this connection to the school be considered? – No, only work within the right of way.
Does the County wish to stay off the detention pond to the north serving the Subdivision?
Preference is not to impact if possible. However, if it is required for the project it can be considered, provided stormwater detention requirements are satisfied.
Has an anticipated design vehicle been identified? None to date, but buses, fire trucks and deliveries are made to the school(s).
George provided some additional information regarding the traffic on Winn. ADT in 2024 was close to 4,700 ADT. Majority of the traffic is associated with AM/PM peak with school drop off’s
Additional note - We receive concerns/ questions from citizens dropping kids off on Winn Road and those children crossing Winn Road to get to the school complex. Safe pedestrian accommodations for children crossing the road is very important.
